Quick Exhaust Valves are used to exhaust the downstream pressure when the upstream pressure is exhausted.  They will generally greatly improve the speed of a cylinder by exhausting the air between the cylinder and the quick exhaust valve much faster than the control valve is capable.  When the upsteam pressure is supplied, the exhaust port on the quick exhaust valve is blocked.
